Unfortunately HKS does not supply English instructions with the BOV.
To adjust it do the following to the adjustment screw.
You have the lock nut up against the BOV, and then the actual adjustment screw. Both are 10mm in size. Loosen the locknut first and then tighten the bolt or loosen it depending on what you want to do.
The HKS BOV however, shouldn't need to be adjusted much, if any. HKS sets them all before they are sent out so not much adjustment should be necessary. Are you having problems with it blowing off too much or not enough?
Let me know if there's anything I can do to help. Whether it be here, or via PM, or email or phone. I'm reachable about 20 hours a day so feel free to contact me anytime you can.

Dude you can not get "more psi" from a BOV. Every car is going to be different. You set it and adjust it until you can get it to open where you want it to open. If you want it to open at 3psi and above, then go out and boost and see what the lowest PSI you can make it open at. Once it opens at 2-3psi and blows off well at that PSI, then you have it set. This is all you can do with a BOV. It does not control boost or have anything to do with allowing you to run more or less boost.
