Easy question...

Since pre 72 is except from smog, does that mean any motor swap or mods are completely legal? Say a Datsun 510 or a Roadster with a built SR20DET? Does it need to pass a motor standard or anything?

No JDM motors are legal here.

so as long as its a USDM motor it is legal even if its built to death in a pre 72 chassis?

Has there ever been talk of pollution credits similar to that corporations use? I.E. - you own a Toyota Prius, you can pay and use extra credits towards a car you drive say under 5000 miles a year or something?

I dont know about that but there is talk of hybrid cars being able to use the carpool lane, free metered parking and free tolls.
