Boost problems

Hello all..have a '93tt auto,w/ bpu. Includes greddy Profec B, HKS Superdragger, downpipe, intake, FCC, BOV. Can't get boost beyond 14psi. Just put in Low Mile twins from '98. Same problem. My tech has done everything he can think of, e.g., checked turbos, boost control, intercooler and plumbing, FCC, pressure guaged the various type valves, etc. No matter what, no more that 14psi.I'm about to give up...can anyone help or can anyone talk w/ my tech?
