That's only "enforced" when you do forums sales etc... But the seller pays the fees.

On a similar note, I'm going through a 'charge back' on my Amazon account too. I sold a phone to someone, he made false claims on its condition. I accepted a refund after basically being forced to by Amazon, so I did. He never shipped it back (no tracking number, I never received it, etc...), so Amazon eventually closed the case in my favor after about 6 weeks. Now 4 months later, Amazon is sending me an email saying they are reopening the case cause buyer claimed a charge back on his CC. Wtf is there to open? If he shipped it, where's the tracking number and proof? End point is, if I don't get my product back how am I to refund him? So he wants the item and his money back. Granted this is only a small $200 sale.
