Random 407 ETR bills - Ontario

Anybody else getting these random highway toll bills? My mother, my aunt, 3 of my buddy's inlaws and many more people I know are receiving these in the past year when they have never driven down the highway before.

My mom has a bill of $62.33 and it has been collecting interest. My mom has no business being around the GTA area either. We live in Niagara Falls

It stated that they have a photo of her plates but doesn't say what her plate number was or the make/model/color of her car or the said photo either. Funny thing is, she hasn't owned a car for well over a year now.

I heard a thing about this being a new scam, people are stealing (copying) plates of a car that is the same make, model, etc. Then running up a 407 bill. Call them and explain it, if they don't want to do anything about it, call the cops and let them know that someone is using a copy of the plates.
