7psi of boost why?

I am having trouble getting the second turbo to go above 7psi.. the turbos are new,the motor is new and the first turbo will spool to 10psi and i feel the second one kick in it spikes to 10 then drops to 7psi all the way to redline. I have a greddy type r bov that is set really sensitive could this cause the leak... any answers will be appreciated....ps i still have on the stock cat will this cause a boost problem... thanx frustrated new supra owner...
