My AC works fine when the car is moving or above 1500 rpms. When at idle(900) rpms it's no longer nipple hardening cold. At idle when I look in the ac window there aren't any oxygen bubbles so I figured I have enough r-134 in it. Sooo, my question is what can I do to make it cold all the time.

It sounds like a bad expansion valve....

It happened to me on an old Supra I had. Symptoms were just as you described.
