It's a damper that attaches to the motor mount.

Those things are usually blown and largely useless so they get removed most of the time.

Torque dampener.
Used on the turbo MkIII to take load off the engine mounts.
Go to something like Kazama (Japan) engine mounts, and you will never need a 3rd torque dampener.
Unlike solid mounts, they don't induce twist into the wet noodle 7M block.
