Blitz dual SBC spec r HELP PLEASE

I bought a used Dual SBC Spec R off ebay, got everything Installed, head unit powers up but I have no boost control over what the wastegate is set at (16psi) almost acts like the solenoids are stuck open??

any suggestions ?
