Common problem, the brushes on your blower motor are worn out, a $20 repair. (If you have only one speed on the fan, then your blower resistor is dead instead, but no blower at all is the brushes). Most alternator or small engine repair shops can fix this.

Another possibility is that the temperature sensor in the center console is unplugged, unlikely, but matches your symptoms.

It is just above the rear ashtray on the center console - but really, go to celicasupra.com where that info is in the FAQ.
