You have to understand that the engine is not putting out enough exhaust velocity in first gear because there is not a big enough load on the engine; hence the turbo doesn't spool up fully. If you hit 10-11 psi in first gear; i'm sure you would lose complete control.
I have been using an MBC and even though I have a bit more room to play with; I boost anywhere from 14 psi on a warm day to 17-18 psi @ night..
You should set an MBC to 10... since most people's fuel cut is @ 12...
