I am almost positive that the Psst...Psst....Psst noise is caused by the spring being too tight. You should leave it as loose as you can without it leaking. The Psssssssst sound is the sound of a nicely adjusted BOV.
I have my Blitz BOV all the way open and I had a choppy psstpsstpstt sound and I tried everything (tightening it, hard spring) but it turns out that I needed two......but one worked fine on stock twins.
