I was starting to wonder about that chip on the crank pulley, the very last wall (not the groove where the belt sits in) , theres a little chip. an quarter will fit but not the whole round. propably about 1/4 th way in . but I was wondering if that would affect the balance? or anything else at all??

No it shouldnt effect your HB, that thing is VERY heavy for something that minute to set it off to where you'd have to worry about it.
