I have a Cali spec ecm. Code 21 and 28 was due to a fried resistors. This happened because I tied both of my o2 sensors together as i went NA-T. This method was incorrect. I now put everything back to normal. To fix the problem I opened the ecm and replaced the resistors. If anyone wants to see pictures or more information, please email/pm me.
