i'm reading about the ebv.. does this mod need to be used in conjunction with another boost controler on the main wastegate?

Yes. The one on the main wastegate controls peak boost, once both turbos are online. The one on the EBV allows you to make more boost on the first turbo, before it starts prespooling #2.
