Does this IC need replacing?

Quite a few bent fins. I can't figure out how the previous owner has so much damage to the back of the IC. The front looks similar (maybe not quite as bad).

Mabey the guy drove it for a while with out the plastic cover on the rear side. The tires would pick up rock and chunk them in to the intercooler

I would just take the time to straighten out the bent fins. After that it should be fine.

What's the easiest way to straighten the fins? A screwdriver?

Yes an itty bitty flathead screwdriver will work just fine.
