For some reason, whenever I start the engine, the car won't stay on. The idle is too low (300-500 RPM) and the computer won't let it stay higher. Also, when I am driving, I put the car into neutral and the RPM goes down and the engine shuts off.

Is there anyway to change the idle or are there any problems that is occuring somewhere else? i.e.: O2 Sensor, Mass Air Flow Sensor. Any ideas would be very helpful. Thanks...

Also check the ICS ventilation hose that goes from near the TB to the intake and make sure its not kinked, disconnected, or leaking. When I made my homemade intake, I looked over disconnecting that hose and my car wouldnt idle worth shit (obviously because it see's vacuum pressure, its actually the sucking noise you hear in your intake when your car is at idle, thats not your turbo like you think/wish it was ;) ). Check that hose, it can be easily looked over.
