I was moving the headlight wires around on the drivers side HL and somehow shorted them.but the weird thing is,is that when the low beams are on, only the passenger low beam comes fully on, but both the bright bulbs are sort of lit up real dim......

Are there any fuses I can change of something to fix this prob?

I honestly can't say for sure about the mk4-don't own one-but it sounds like you may have blown a headlight fuse-most toyotas have a fuse for each headlight and when one blows-it will dimmly light both lights-I guess sort of a safety back up feature. Look in the main fuse block under the hood and there should be two fuse for the headlights-check these.....

I went to check them and realised that I had no idea which ones to check. Can you help me out?

Again-I can't say for sure that the mkivs are setup like this-but look on either the top of the black fuse block under the hood-or on the underside of the fuse cover-it should tell you what fuses do what-look for L headlight or R headlight and check these
