You could pull the headlight fuse and measure to ground and ensure you get battery voltage. In fact, measure ground at the headlight harness and make sure you have a good ground/low resistance to the body. Fuse back in, try to probe with the blinker on and off. You could use a paper clip situated in with the fuse. Be careful not to bend any tabs too much. You could also have a helper adjust the headlights while you probe it and see if you get a fluctuating voltage. That's all I have, hopefully someone will have some more insight :)
