Put the stock downpipe back on for emissions testing or a high flow cat. I failed miserably with a RMM downpipe in place, the next day went back with a hi flow cat in that same downpipe and passed. I am at BPU. I also removed my MBC to pass, but I think you can just turn the boost controller off and reset the ECU and things will basically go back to stock. This was in NY.
If you have an aftermarket bov which vents to atmosphere, you must put your stocker back on to pass emissions (or find a way to cap off the venting). It was the only thing at BPU keeping me from passing..... I failed miserably 2 times, blowing more than double the max amount allowed. After going back to the stock bov, it blew zeroes.
