In a way yes that is correct. The AFM does not HAVE to be removed to vent a BOV to the atmosphere. I did it for 2.5 years with the AFM. It's just a matter of getting the adjustment screw just right. If you do it correctly, it won't run excessively rich. It will be rich for that temporary moment or two, but not as bad as if you backed out the screw.
