Just bought a 7mgte does any body know if its normal for that part in the pressure plate to be pressing it down or does that part goes on the previous

Put your question in the posting and summarize it in the title. I can't tell from the photos if a clutch plate is installed or not. The way this works is that the fork pushes the center hub away from the pressure plate releasing it. Here's a link to the online manual that could describe it in more detail. Click here to go there. Im not entirely sure what you're asking. As a rule, you should probably not reuse that Pp and clutch disk. Get new stuff for your build to prevent unforseen issues.

If you're asking about it's function, that appears to be the clutch and plate for an R154 trans, it functions in the reverse fashion to the W58 transmission pressure plate. The release bearing "pulls" the diaphragm spring out to release the clutch, as opposed to pushing the springs in like most clutches.

Either way, the part of the pp you seem to be indicating I think is just part of the spring assbly and would be pushing down with constant pressure, yes.
