There is only one tensioner/bolt that need to be loosened near the ps pump. Sounds like you may have found it and loosened it already. The pump can just be a real pain to budge. I had to get a screw driver down in there to pry it loose(to the right towards block) and tight(to the left towards fender). If you really can't identify this, the only way I could show you would be with a pic, which I don't have.

There's a lower bolt also that you can loosen to allow it to swivel. The bolt head faces the rear of the car so you can get to it from underneath the motor pretty easily. Back that bolt off a bit and the pump will rotate easily for you. Once you get it nice and taught, tighten the top bolt first, then the lower bolt. You'll be all set then.

Wish I had know that when I was trying to tighten the new belt on. I had a screw-driver prying the pump tensioner toward the fender while my friend wrapped ythe old belt around the thing and used all of his body weight to help me get it were I wanted it.:D
