Most likely you have PS fluid starvation due to gunk in the reservoir screen. This is common on the Supra and will cause the pump to be noisy especially at startup. At startup the fluid is thicker and has more difficulty passing through the plugged screen so the pump skreetches (technical term!!!). You need to drain the old PS fluid (see maintenance manual) then pull off the reservoir and clean the screen which will be loaded with debris (gunk). Plug the inlet and outlet on the reservoir and put some solvent in there so that it is at least above the level of the screen. Let it sit for a couple of hours, occassionally swishing it around to help dislodge the debris then dump it out. Blow back with high pressure air through the outlet on the reservoir to help dislodge any particles in the reservoir and dry. Reinstall and refill with new ATF (Dexron III). I would recommend a synthetic ATF like Mobil 1.
