man, dunno what to do to help you, hope they find prints on the car...
either that or somehow record him talking about stripping cars, sue the garage, I dunno
if the cops won't do anything I'd be talking to a private investigator and possibly FBI is it's pretty regular. Maybe even the local news channels...
