Its a device used to measure the torque generated by the engine. Some measure at the crank (engine out of the car), and others measure at the wheel. Since most people don't feel like pulling their engine, and the number at the wheel eliminates the losses through the drivetrain, its what most people refer to (e.g. whp).

Its also a street term for heroin :allcho:
