Interesting forums, never knew they existed before. The propane/oxygen mixture should still ignite in the presence of the water. The main reason water puts out fires is because it suffocates the reaction from further oxygen, not because it lowers the temperature to a point where the reaction can't occur anymore. But I don't think you'll have to worry about the mixture being suffocated as you'll be supplying the propane with enough oxygen to burn.
