Those are Victorian police markings, so it was more than likely his own work. Supras are too old to be marked patrol cars here, and they wouldn't have body kits either, they'd have to be OEM. Other than that, there's no reason why it couldn't be real. If Italians have Lamborghinis, it wouldn't be too big a stretch to imagine a Japanese performance car as a pursuit vehicle.

Police are using performance cars here as undercover cars in an attempt to catch street racers. They have to be new cars though, and they have to be standard, so it's usually pretty easy to pick.

It is a good blog posting TheSUPE87 and i have found it nice because both the snaps are entirely changed and it is a new look and i think police man would have done this.
