Okay so I fixed my boost leak and now, I get this Fluttering sound whenever I shift when boosting.... Im guessing the bov is leaking. Am I right??

I think fluttering = compressor surge = stuck closed bov. I'd stop boosting it if I were you until you replace the bov.

How can I find a better vacuum source when its a stocker, and its vacuum'd from the stock location??

well first check to make sure the BOV isn't toast

what are you running for boost pressure, low pressure will likely cause a flutter. As for vacuum source, tap a nipple right off the intake manifold and run a vac line to the bov (assuming you've ruled out other sources of the problem)
