Heres the setup

VPC w/ 550s chip
afpr
walbro
550cc injectors

what would be a good starting base pressure until i get it over to a dyno. plan on running 16-18 psi on an sp61gt, ffim, ic and pipes, full exhaust etc etc.....

I would use the WB to tune the VPC not the fuel pressure. 36 psi with vac, 40 psi without, same as most cars. No reason to run lower.

No, I'd use a FP gauge to set the FP. I meant that after he set the FP he would use the WB to determine if it's set too low or high concerning his open loop A/F.
I have to set mine too low to keep from pulling too much fuel in open loop. I'm running a VPC w/550s but run rich because of the G-force upgrade on the ECU.
