Long story short i was working on my car and noticed the butterfly valve wont open all the way using the cable. I know on normal cars this would be a problem but i have never worked on vvt-i before. So is this normal and does the computer open the rest of the valve when it decides to or do i need to adjust the valve?

The electric throttle opens it all the way, I think the wire is just a fail safe for when the electric parts breaks. I had a wire for the electric part come loose on mine, the car was still driveable but only at near full throttle like in your video. Though if it does that while you're driving as well you might wanna have the wiring looked at.

Btw mine is a 2j and i don't know if its the same on a 1uz.
